Based on what I've seen, I don't think there IS a "right part" of Yahoo;
the ship appears rudderless and adrift. ("All hands on deck / we've
run afloat") (cue Brett Watson for obscure quotational reference)
The effectiveness of the abuse department at Yahoo was never particularly
good, and it suffered a marked downturn with the layoff several years ago
of a number of relatively experienced personnel. The norm today is that
even the most carefully-compiled, crystal-clear reports showing very clear
evidence that Yahoo is furnishing services to some of the 'net's worst
scumbags will be:
a) ignored
b) dismissed as inapplicable
c) returned without action
d) returned with a request for data already in evidence
e) dismissed as inactionable
f) some combination of the above
I've long since given gave up attempting to do Yahoo's job for them.
(After all: as one of the Internet's behemoths, they should not need my
assistance or anyone else's to police their own operation; they should
already have that well in hand years ago.) It's clear that they are
intent on supporting as much spam, phishing, illegal drug and kiddie porn
activity as they can, and reaping the profits thereof. Oh, that's not
what they *say*; but it most certainly what they *DO*. They appear
to be locked in heated competition with MSN's hosting/freemail operation
to see which can be a bigger abuse magnet.
For example: my own little list of spammer dropboxes at Yahoo now
stands at 15,057, and I'm certain that's merely the barest tip of
the iceberg.

I'd advise making coffee first; there's a lot, as in a LOT, of material
to wade through. I think after the first few thousand articles the
general idea will become clear: Yahoo's abuse department has clearly
been tasked with doing everything they possibly can to prolong the
retention of their scummy customers in order to maximize Yahoo's profits.
(Again, this is not what they say, but it is emphatically what they do.)
