[Cadre-politics] new anti-spam measures on lists machine

If you administer or heavily use an email list (utec-news, arts-news, 
cadre-politics, etc) may be of interest to you.

We'd been getting some complaints about spam getting through to list 
administrators so we increased the anti-spam measures on the listserv 
machine.

Since we are now doing greylisting, some people will notice the next few 
messages they send to a list  will take an extra 10-15 minutes to get 
through.

This should be the only drawback to the new measures.
