[Cadre-politics] oops: sent draft instead of saving

Instead of sending a personal message and saving a message with possible
fragments of material for the next status report, I did the reverse.

The relevant log entry is below:

Going forward, I'll avoid this sort of thing by not putting something in
the "To" line of a draft until I'm ready to send.
