Thanks, I had the feeling that I was not recalling correctly.

I have a tendency to push to quickly to closure.

I also have mixed emotions about mandates not funded with labor. I very 
much didn't want to do the optional invoices, but I turned out to be wrong.

I acknowledge that there is a maybe a better way than our current random 
walk forward, but I fear a rigid structure that doesn't let us take 
advantage of opportunity or need.
