[CSL board] change in CSL contractor status

This change requires no immediate action by the board, but it would be
prudent to keep a closer eye on the finances as there are more
opportunities for naughtiness.
Since we started, when we get a contract, We've been paying the
sub-contractor, or person actually doing the work (David Siegal, John
Miller, Josh Bonnet, etc) a wage based on 80% of the contract amount.
For example, We got $20,000 to improve MVHUB from the WIBs, we gave
$16,000 to John Miller and the government for wages, taxes and insurance.
The exception has been me. When I've done a job, The lab has kept the
whole money.
Given recent higher personal expenses, I'm going to start invoicing the
lab for my work.
In the next couple months this will amount to about $800 less money for
the lab.
I won't be signing checks to myself so as an additional personal upside,
I'll be seeing more of Charlotte who is a signatory to the account.
