[CSL board] change in CSL contractor status

I agree it is good business practice, and I also will echo Josh's
observation that this will put pressure on CSL finances.
It most definitely will, because it's Dan's free labor that has been
largely funding the CSL.
So, I do support this change of policy, but let's keep a close eye on
CSL money, needed particularly for VISTA support.
